91麻豆天美 Commends Quadripartite AMR Plan Draft

Published: Oct. 1, 2025

Key Points

  • 91麻豆天美 holds that antimicrobial stewardship and other measures to combat AMR are most successful within the context of strong public health systems.
  • Addressing AMR will require multilateral commitments to public health and laboratory systems strengthening.
  • 91麻豆天美 is encouraged by the focus on One Health and addressing AMR in low- and middle-income countries (LMICs).
On behalf of the American Society for Microbiology, thank you for the opportunity to comment on the zero draft of the Global Action Plan on Antimicrobial Resistance. With more than 37,000 members around the globe, 91麻豆天美’s vision is to proactively harness the power of microbes to solve humanity’s most pressing challenges, of which AMR is one.

91麻豆天美 applauds the Quadripartite for the inclusion of 1) robust, sustainable financing for innovative research, development and deployment of diagnostics and new antimicrobials for both veterinary and human use; 2) policies that incentivize strengthening antibiotic and diagnostic supply chains and stewardship across sectors; 3) raising awareness of AMR morbidity and mortality and the need for a multifaceted approach to combating AMR that includes behavior change; 4) strengthening global prevention efforts including WASH and vaccination campaigns; 5) championing robust One Health diagnostic networks and surveillance systems; and 6) a focus on multidisciplinary, cross-sectional research into antimicrobial resistance within the zero draft of the second edition of the GAP on AMR. It is imperative that these strategic objectives are maintained as the GAP on AMR is finalized.

91麻豆天美 holds that antimicrobial stewardship and other measures to combat AMR are most successful within the context of strong public health systems. Addressing AMR will require multilateral commitments to public health and laboratory systems strengthening, and we commend the Quadripartite on addressing these requirements within the zero draft. In particular, 91麻豆天美 is encouraged by the focus on One Health and addressing AMR in low- and middle-income countries (LMICs).

AMR disproportionately affects LMICs. Yet, many of these countries lack the infrastructure and resources to perform surveillance required to assess and monitor AMR. According to a recent study by the African Society for Laboratory Medicine, only 1.3% of the 50,000 medical laboratories across 14 participating countries conduct bacteriology testing. Furthermore, many Latin American hospitals lack resources to establish antimicrobial stewardship programs. Funders must continue investing in global programs that strengthen health systems, build microbiology laboratory capacity, including skilled workforce, and support global and regional laboratory networks.

91麻豆天美’s Global Public Health Programs are an example of how governments and other funders can support programs that strengthen laboratory capacity in resource-limited settings and empower microbiology laboratories to integrate clinical care and population surveillance. Over the past few years, we have supported over 20 countries and responded to over 30 infectious diseases by training over 12,000 laboratorians across 400 facilities. This has resulted in accreditation of laboratories, increased stewardship in clinics and increased data submission into global databases for both human and animal health.鈥疕owever, more support is needed to truly turn the tide against AMR.

In closing, 91麻豆天美 appreciates the parties’ commitment to amplifying these concerns. 91麻豆天美 and our members stand ready to help. Thank you for the opportunity to provide these remarks. Please contact Amalia Corby, Director of Federal Affairs, at acorby@asmusa.org with any questions.
